Position: Senior Project/Program Manager

Travel: Mainly within California

Summary: You will help navigate the complexities of network deployment in selected in both urban and rural landscapes in California


  • Your knowledge of the data and telecommunications network industry, and network construction and development processes, will facilitate the delivery of network services to broadband providers serving a diverse, statewide community of consumers and businesses across California. Your strong and clear communication skills are critical to navigating complex workflows, managing stakeholder expectations, and coordinating project activities across multiple workgroups to meet project deliverables.

Key Success Factors:
  • Understand company's mission for serving the needs of our member institutions and state agency partners in California, and the communities and constituents being served
  • Have a strong foundation of program management to grow a program from inception to large-scale multisite rollout
  • Solid analytical and problem-solving skills with the ability to use data effectively to drive recommendation

  • Help lead a large-scale network development program that encompasses state government sponsorship; Projects are of varying size, predominantly in three areas: network services to last mile communities that are currently underserved with broadband, network programs involving state agency partners, internal network upgrades, and internal software development initiatives
  • Collaborate and adopt PMO standards and processes within a broader continuous improvement strategy
  • Develop and lead program/project presentations
  • Management of construction vendors to expedite the construction and splicing of facilities; including the tracking permitting submittals and on-time performance of engineering and construction activities
  • Managing relationship to jurisdictions and contacts such as cities, counties, and railroads; Working in close partnership with underlying rights group to address encroachment permitting, franchise agreements and building access agreement
  • Assists in the planning and implementation of fiber connectivity solutions programs and projects that adhere to approved plans, budgets, and schedules
  • Oversees highly technical activities or programs; setting and implementing policies, procedures, controls, and services required to support the sound financial, operational, and competitive position of the company
  • Supports customer meetings as necessary which requires in person meetings and travel to client and/or construction sites
  • Track procurement of equipment and materials related to the assigned project
  • Strong negotiation skills to navigate complex multi-entity relationships
  • Strong knowledge of project management tools and ability to learn new tools quickly
  • Ability to think strategically or engage in tactical planning, as needed
  • Strong understanding of common networking and data communications terminology and concepts

  • Bachelor's degree or equivalent relevant work experience required
  • Project management certification preferred (PMP, CSM)
  • 5+ years formal project management experience required
  • 3+ years of formal program management experience required
  • Prior experience working with data communications providers 
  • Prior experience working with Jira and Smartsheet preferred
