Description: Responsible for providing direction to the IT Program & Project Management group. Provides strategic guidance or insight on one or more enterprise-wide business critical programs. Develops and implements IT project/program management best practices, processes, and policy to ensure alignment with enterprise-wide strategy and goals.
* Partners with multi-departmental leadership and other stakeholders to locate opportunities and prioritize projects according to relevant measurement criteria.
* Leads stakeholder discussions to align on program vision and strategy
* Works with executives and business unit leaders to develop roadmap for future programs and projects that will optimize technology, improve core processes and drive revenue
* Reviews high-level milestones for project plans tied to larger programs and prioritizes efforts to ensure alignment of resources, capital budgeting and reporting
* Provides guidance to executive sponsors
* Provides direction to project managers to ensure that all related projects are delivered within the defined scope, quality, time and cost requirements
* Coaches, mentors, motivates and oversees project teams
* Communicates program expectations to project teams and stakeholders
* Defines program success criteria and disseminates to involved parties throughout project life cycle
* Works with Finance to integrate cost baselines from multiple projects into overall program budget
* Refines project/program cost estimates, drafts and submits budget proposals and secures program funding
* Analyzes, prioritizes and consolidates project risks and assesses its potential impact to overall program
* Conducts periodic program health and value assessments with program sponsor
* Identifies and manages project dependencies and critical path amongst multiple programs
* Identifies and resolves issues or conflicts within the programs and among project teams
* Estimates necessary resource needs (IT, non-IT or consultants) and plans accordingly
* Proactively manages changes in project scope; devises and implements contingency plans
* Assesses effectiveness of communication and interaction with stakeholder group
* Identifies and removes obstacles to change
* Applies governance to projects to ensure successful outcomes reflect program vision and objectives
* Conducts program post mortems and creates recommendations report to identify successful and unsuccessful project elements
* Develops best practices and tools for project execution and management for project managers

* Requires in-depth and/or breadth of expertise within own function and broad knowledge of other functions
* Provides advice within area of expertise and may contribute to development of organization functional strategy
* Regarded as technical expert within discipline
* Anticipates business and regulatory challenges
* Recommends improvements to product, process or service
* Leads complex or specialized projects
* Works within general functional policies and industry guidelines
* Impacts direction of program, project or services
* Solves unique problems with broad impact
* Develops creative solutions through conceptual and innovative thinking
* Communicates complex ideas across functions and levels
* Successfully persuades others to adopt a different point of view Typically requires 8+ years of related work experience
* Bachelor's degree in relevant field preferred
